Norway debates childcare subsidies and school textbook legislation
In Norway, new proposals are addressing childcare funding and school resources. Torbjørn Sølsnæs of NHO Geneo supports a Progress Party proposal to reform how municipalities set subsidy rates for private kindergartens starting in 2027. The proposal aims to provide more predictability and transparency by requiring municipalities to submit rates for consultation and provide reasoned decisions that can be appealed, addressing issues where kindergartens previously received significant back-payments due to errors.
Separately, the government's proposal regarding physical textbooks in schools is facing criticism. Ola Svenneby of the Conservative Party has labeled the initiative a ‘book bluff,’ arguing that the legislation lacks specific requirements for physical books in all subjects. The Norwegian Association of Local and Regional Authorities (KS) has also criticized the proposal as a ‘paper tiger’ that could weaken trust in authorities, while the School Leaders' Association noted that the lack of clarity regarding student rights may limit the law's impact. Conversely, several Conservative-led municipalities and organizations like Tekna have expressed support for the measure.
