Norway reports first year of electronic monitoring for pretrial detention

The Norwegian Correctional Service (KDI) has released data marking one year since the introduction of electronic monitoring, or ankle monitors, as an alternative to traditional pretrial detention. Since August 2025, courts have had the authority to order detainees to remain at a specific location, such as their own home, to reduce the risks of isolation associated with standard imprisonment.

Out of 197 requests to evaluate electronic monitoring, 59 individuals have completed detention under this scheme. As of August 14, 2026, 15 people are currently under electronic monitoring, including two minors. Among the 59 participants, 21 were charged with violent offenses, 17 with property crimes, and five with drug offenses.

While intended to be a less intrusive measure, the program includes strict compliance requirements. Ten individuals were transferred to traditional prison after violating the rules, such as using illegal substances while under monitoring. Lise Sannerud, Director of the Norwegian Correctional Service, stated that the scheme provides an effective use of resources and maintains public safety while offering a more humane alternative for certain detainees.
