Norway restricts AI in schools, pushes paper textbooks as Europe updates digital teaching standards

From the 2025 school year, Norway will prohibit the use of generative artificial‑intelligence tools for pupils aged 6‑13. Students aged 14‑16 may use AI only gradually and under direct teacher supervision, while secondary‑level education will focus on responsible AI use for university and work preparation. At the same time, the Norwegian government plans to increase the use of printed textbooks and other paper materials in compulsory schooling.

In a broader European context, the DigCompEdu framework outlines 22 digital‑competence areas for educators, covering curriculum design, assessment, inclusion and student digital skills. Online courses and certifications are being promoted to help teachers adopt digital tools responsibly and integrate them into learning environments.

These initiatives reflect a growing debate on balancing technological innovation with pedagogical fundamentals and ensuring teachers are equipped to guide students in an increasingly digital world.
