Norway warns parents of million-kroner liability for uninsured electric scooters

Authorities and insurance organizations in Norway are warning parents about the significant financial risks associated with uninsured electric scooters. Since mandatory liability insurance was introduced in 2023, data suggests a massive gap in coverage; while there are an estimated 500,000 private electric scooters in the country, only about 120,000 are registered with the required insurance.

Children under 16 are responsible for approximately one-third of accidents involving uninsured private scooters. If a minor causes damage to property or injury to others, parents may be held liable for compensation, which can reach millions of Norwegian kroner in cases of severe injury.

In response to rising injury rates, there are growing calls to increase the minimum age for riding electric scooters from 12 to 16. Norwegian Transport Minister Kamzy Gunaratnam has expressed support for raising the age limit to address the increasing trend of serious accidents.
