Fredrikstad mayor calls for tighter rules as social aid outpaces work incentives
Fredrikstad mayor Arne Sekkelsten warned that single parents with many children can receive up to 823,200 NOK tax‑free per year from social assistance combined with child benefit, making employment financially unattractive. He highlighted that the municipality’s social‑assistance spending rose from 96.9 million NOK in 2015 to 240 million NOK in 2025, far outpacing national growth and driven in part by secondary migration of refugees.
Sekkelsten asked the Norwegian Labour and Welfare Administration (Nav) to calculate the exact benefits, and he urged the national government to tighten the rules and introduce stricter measures. The calculation shows that an adult with seven children would need an income of about 1 million NOK before tax to match the net benefit.
SV group leader Silje Louise Waters criticised the mayor’s framing, saying it stigmatises vulnerable families and defended the continued inclusion of child benefit in social‑assistance calculations.
