Norwegian Nav criticized for high welfare payouts and benefit conflicts

An anonymous Nav employee told Dagbladet that the agency’s social assistance payments can be so generous that they undermine motivation to work. The employee cited a case where a single parent of seven children received over 823,000 NOK tax‑free annually, including covered rent and electricity, prompting the claim that “people would rage if they knew this.” Fredrikstad mayor Arne Sekkelsten demanded immediate action, and Labour and Inclusion Minister Kjersti Stenseng said she shares the concern about benefits becoming so high they weaken work incentives.

A separate case involving a Norwegian veteran illustrated how Nav’s own rules can create financial hardship. The veteran received a lump‑sum sick‑pay payment for two months, which pushed monthly income above the threshold for housing support, leading to a denial of a housing benefit. Repeated sick‑pay cycles produced the same result, and Nav ultimately advised the veteran to apply for social assistance, highlighting a systemic clash between different welfare programmes.
