Nova Scotia introduces utility regulation bill and public budget consultation

Nova Scotia is introducing new legislative and consultative measures regarding provincial management. Bill 263 has been introduced to the legislature, proposing a “Performance-Based-Regulation model” for utilities. This framework would link a portion of Nova Scotia Power’s earnings to specific performance metrics, such as reliability, customer service, operational efficiency, affordability, and clean energy transition, rather than the traditional cost-of-service model.

Additionally, Premier Tim Houston and Public Service Commission Minister Twila Grosse have launched a new public consultation process for the upcoming provincial budget. A new website will allow citizens to build and submit their own budget plans. While participants cannot increase taxes or the deficit, or cut Health and Wellness funding, they may adjust other departmental budgets by up to five percent. Submissions will be reviewed by an independent committee before a report is provided to the finance minister.
