Novo mesto implements AI system for construction permit reviews

The Municipality of Novo mesto has implemented Rubiqo, an artificial intelligence system designed to automate the review of construction project documentation. Developed in collaboration with the company Rubiqo, the system structures extensive textual and graphic attachments, verifies key data against spatial planning acts, and identifies potential inconsistencies.

The technology aims to reduce administrative burdens and accelerate the processing of building permit applications. While the system handles large volumes of data and learns from previous cases and urbanist feedback, it is intended to support rather than replace professional human judgment, allowing urban planners to focus on more complex substantive issues.

For this innovation, the municipality received the ‘Premik naprej’ (Move Forward) award at the 2026 Slovenian Administration Days conference held in Portorož, which focused on the new reality of public administration in the age of artificial intelligence.
