NPCI defers UPI merchant transaction fees until after Diwali

The National Payments Corporation of India (NPCI) has deferred the implementation of the Merchant Discount Rate (MDR) on select Person-to-Merchant (P2M) UPI transactions until after the Diwali festive season. The charges, which were originally scheduled to take effect on October 15, 2026, will now be implemented at a date to be notified separately following the holiday period.

Under the proposed framework, a 0.4 per cent MDR will apply to select merchant transactions exceeding Rs 2,000, with a maximum cap of Rs 300 for transactions of Rs 75,000 or more. Certain essential services, such as railways, fuel, telecom, insurance, and utilities, will attract a flat fee of Rs 5 for transactions above Rs 2,000. Capital market transactions will be subject to a lower rate of 0.02 per cent.

Several exemptions remain in place: person-to-person (P2P) transfers will continue to be free regardless of the amount, and merchant payments below Rs 2,000 will not incur MDR. Additionally, small merchants with a monthly UPI collection of up to Rs 1 lakh will remain exempt. The Confederation of All India Traders (CAIT) welcomed the decision, noting it provides necessary relief to small businesses and MSMEs during the peak festive and wedding season.
