Næstved hotel and housing project halted by appeals board

The Danish Planning Appeals Board (Planklagenævnet) has overturned the local plan for the Rådmandshaven project in Næstved, halting plans for a new hotel and residential complex.

The project, which was slated for completion by 2028, includes 143 apartments and an 11-story four-star hotel with approximately 117 rooms to be operated by Bühlmann Hotels. The development was intended to be built on a site currently used as a parking lot.

The decision follows complaints from local citizens, a preservation society, and the Danish Society for Nature Conservation. While the board found the municipality's assessments regarding Natura 2000 areas, wildlife, and environmental impact to be sufficient, it ruled that the local plan failed to address noise concerns. Specifically, traffic noise in the area exceeds advisory limits, and the plan lacked binding requirements for noise shielding or compliance to protect future residents.

Næstved Municipality must now draft a new local plan, which will require further public consultation and hearings. The extent of the delay and the impact on the overall project remains uncertain.
