NSW government introduces laws to ban violent retail offenders

The New South Wales government has introduced legislation for Workplace Protection Orders (WPOs) to protect retail workers from stalking, intimidation, and assault. The proposed laws would allow businesses to seek court orders banning offenders aged 14 and older from entering specific workplaces, contacting staff, or possessing weapons.

Violators of these orders could face up to two years in prison, a $5,500 fine, or both. The initiative follows data showing approximately 8,944 victims of assault at retail locations across NSW in 2025, averaging 25 victims per day. Industry groups, including the Australian Retail Council, have urged the parliament to fast-track the measures, noting that the top 10 per cent of offenders are responsible for roughly 60 per cent of retail crime harm.

Retailers have pointed to successful models in other jurisdictions, such as the Australian Capital Territory and South Australia, where similar orders reportedly led to significant reductions in reoffending. The reforms are expected to be rolled out over the next 12 months.
