Nuevo León human rights commission warns of school discrimination

As the 2026–2027 school year begins in Nuevo León, Mexico, the State Human Rights Commission (CEDHNL) has called on educational authorities to prevent discrimination, violence, and rights violations. The commission reported 1,476 complaint files involving the state's Ministry of Education between 2021 and August 2026, affecting 1,840 people. Complaints have increased by 234 percent since 2021, with issues including enrollment denials, mandatory fees, lack of inclusive education, school violence, and infrastructure deterioration. Special attention is being given to students with disabilities, with 178 files involving 266 individuals.

Simultaneously, data for the new school cycle shows a decrease in basic education enrollment in Nuevo León. Despite population growth in the state, the current enrollment is approximately 1.05 million students, down from over 1.052 million in the previous cycle. Luz María Ortiz Quintos, president of the National Institute of Family Consulting, questioned this decline, suggesting a need to investigate whether students are shifting to alternative educational modalities like open education.
