Mexico: ASF investigates electoral monopolies and Nuevo León fund diversions
The Superior Auditor of the Federation (ASF) has identified significant irregularities regarding public fund management in Mexico. Investigations into the National Electoral Institute (INE) and local electoral bodies (OPLEs) reveal that companies linked to brothers José Alfredo and Raymundo Francisco Hernández Casillas allegedly engaged in absolute monopolistic practices. These firms, including Cajas Graf and Litho Formas, reportedly secured approximately 123 million pesos during the 2025 judicial election process through simulated competition and shared fiscal addresses. The ASF noted that companies identified as GC and GHC accumulated contracts totaling 8.87 billion pesos between 2014 and 2026, with 3.79 billion pesos belonging to local electoral organisms.
Separately, the ASF reported a diversion of public funds in Nuevo León. At least 60.4 million pesos intended for public security were allegedly triangulated to Firma Jurídica y Fiscal, a private law firm linked to Governor Samuel García and his family. The funds reportedly moved from the state government to the company TXAT Latam, which held contracts worth 440 million pesos for prison supplies, before being channeled through intermediaries to the Governor’s firm. The ASF stated that total deposits related to such schemes involving the Governor’s office could reach 728.13 million pesos.
