Nuevo León retains water rights but faces 6.3 billion peso tax debt

The Government of Nuevo León faces significant legal and financial developments regarding water rights and tax obligations. Governor Samuel García Sepúlveda announced that the state successfully won a legal battle to maintain its water concession for the Pánuco River, which remains valid until 2042. This follows a dispute with the National Water Commission (Conagua) regarding the rights to bring water from the Veracruz-based tributary to the state.

Separately, the Superior Chamber of the Federal Tribunal of Administrative Justice ruled that Nuevo León must pay a tax debt of 6,292 million pesos to the Tax Administration Service (SAT). The debt stems from unpaid Income Tax (ISR) withholdings dating back to 2020. While the state may appeal the decision through a direct injunction or the Supreme Court, the tribunal unanimously upheld the legality of the SAT's credit. The state's water project for the Pánuco River is estimated to require an investment of 4,000 million pesos.
