The legislation will become effective only after the terrorist organization fully dissolves, its weapons are surrendered and the disbandment is formally verified. It envisages a three‑year supervised release regime for former members who have not committed crimes, and it creates two oversight committees – one under the presidency and one within the TBMM – to monitor the disarmament and reintegration process. Abdullah Öcalan and senior leaders of the group are explicitly excluded from the law’s provisions. The draft, shaped by President Recep Tayyip Erdoğan, the AK Party executive committee and security officials, is expected to be presented to the parliament soon, possibly before the parliamentary recess.
