Nuremberg imposes 2026 budget freeze amid revenue shortfall

The city of Nuremberg announced an immediate budget freeze for 2026 after a shortfall between revenues and expenditures became apparent. Mayor Marcus König (CSU) said the city must act before the fiscal situation worsens in the second half of the year. The freeze limits new financial commitments, requiring all pending projects, contracts and investments to be re‑examined for necessity.

The shortfall stems from weaker-than‑expected trade‑tax receipts over the past two months and rising social‑welfare costs. A recent change in legislation also created an additional €20 million annual revenue gap for the Klinikum Nuremberg, which the city will continue to support as part of its public‑service duties. The measure is separate from an existing €80 million consolidation package intended to provide longer‑term relief.

Under the freeze, any unspent budget lines, new contracts and planned investments are subject to stricter scrutiny, and projects without a construction start may be postponed or cancelled.
