Indonesia passes Agrarian Reform Regulation Law
The Indonesian House of Representatives (DPR) officially passed the Agrarian Reform Regulation Law on September 22, 2026. The legislation aims to address long-standing land ownership inequality and resolve persistent agrarian conflicts affecting farmers, indigenous communities, and other vulnerable groups.
A key feature of the new law is the establishment of the Land Reform Implementation Agency (LPRA), which will be responsible for planning, execution, supervision, and the resolution of agrarian disputes. This new agency will report directly to the President, a move intended to eliminate overlapping authorities between various government institutions and streamline land management.
The legislative process involved extensive consultation with 55 different parties, including academics, NGOs, and private sector representatives. The law seeks to provide a comprehensive legal framework to ensure that agrarian reform is implemented in a planned and sustainable manner, fulfilling the mandates of the Basic Agrarian Law and previous MPR decrees.
