New York Attorney General Letitia James Settles Illegal Lockout Case with Spigro Management

New York Attorney General Letitia James announced a settlement with Brooklyn‑based Spigro Management LLC and its lead property manager, Saul Friedman, after an investigation found the firm illegally changed apartment locks to evict occupants without court orders. The agreement requires Spigro to pay $23,500 in civil penalties and reimburse four affected residents $1,000‑$1,200 each, create a written lockout policy, train staff, and remain under state oversight for three years. The investigation, launched in May 2025 following tenant complaints, identified four lockout incidents between 2020 and 2025 in Brooklyn and the Bronx, with additional unlawful‑eviction complaints filed by 14 people since 2020. Spigro manages more than 40 buildings containing over 3,000 apartments, many of which house rent‑stabilized tenants. Under the settlement, the company must notify tenants of their rights and report any future eviction proceedings to the state until July 2029.
