NYC Extends Deadline for Second-Home Tax Exemption Applications

Mayor Zohran Mamdani and Finance Commissioner Richard Lee announced that the deadline for filing exemption requests for New York City’s “second‑home” (pied‑à‑terre) tax has been pushed back to September 18, extending the original August 21 cutoff by four weeks. The tax, aimed at owners of non‑primary residences in the city valued over $500 million, is projected to generate about $5 billion a year to help close a $22 billion budget gap.

The rollout has sparked confusion among residents who say they received letters indicating they owed the surcharge despite living in the properties as their primary homes. City Councilwoman Gale Brewer, who supports the tax in principle, said she was reconsidering her stance after constituents reported similar issues. Residents such as Karen Young, who received a notice for a $43,000 surcharge on her Upper West Side brownstone, highlighted concerns over the short appeal windows and unclear communications. In response, the mayor’s office said it would expand outreach and provide additional assistance through the city website and the 311 hotline.
