NYC Mayor Zohran Mamdani and HPD Launch Record Bronx Penalty and Bed‑Stuy Affordable Housing Project

Mayor Zohran Kwame Mamdani and Department of Housing Preservation and Development (HPD) announced two major housing actions in New York City. In the Bronx, HPD secured a historic $31 million penalty against the owners of Robert Fulton Terrace and Fordham Towers, the largest ever imposed by the agency. The judgment also orders the appointment of an independent chief restructuring officer, freezes more than $900,000 of the owners’ assets and is intended to fund critical repairs for roughly 500 apartments that have suffered chronic heat, hot‑water, elevator and vermin problems. “Today marks the beginning of a new chapter… for these tenants,” HPD Commissioner Dina Levy said.

In Brooklyn’s Bedford‑Stuyvesant neighborhood, the city began a public‑engagement process for “Fulton‑Howard West,” the first city‑owned site redeveloped under Mamdani’s administration. The plan calls for 100 percent affordable rental units, expanded community‑service space and a mixed‑use development on the former multi‑service center and adjacent vacant lot. “This building will not only be in Bed‑Stuy, it will be for Bed‑Stuy,” Levy added, noting the project aims to address the area’s severe rent‑burden and housing shortage.
