NYC Mayor Zohran Mamdani Implements Rent Freeze Affecting 1 Million Apartments

New York City Mayor Zohran Mamdani secured approval from the Rent Guidelines Board to freeze rent increases on about one million rent‑controlled apartments, covering roughly 40% of the city’s rental stock. The freeze, which applies to one‑ and two‑year leases, will take effect on October 1, 2026 and is the first extension of a rent freeze to these lease terms. Tenant groups welcomed the measure, citing rising living costs, while the administration also announced steps to recognize tenant unions, tighten penalties for repeat‑offender landlords, and address building maintenance issues.

The policy also threatens a $506 million commercial‑mortgage‑backed securities (CMBS) deal tied to 53 rent‑stabilized buildings across Queens, Brooklyn, Manhattan and the Bronx. The bond, originally valued at about $717 million, now faces over $5.5 million in past‑due interest and projected losses exceeding $80 million for investors. Bondholders have moved to foreclose, and analysts warn the rent freeze could further erode recoveries and deter capital in the rent‑stabilized housing sector nationwide.
