NYC Mayor Zohran Mamdani's Pension Reform Increases Long-Term Costs

The state budget bill passed in New York will allow a temporary reduction in NYC pension payouts, but Mayor Zohran Mamdani’s plan to re‑amortize payments could save $2.2 billion over five years while adding $7.6 billion in costs over ten years, and Phase 6 changes add $123 million a year. City spending on pensions is about $10 billion annually, and the reforms could raise expenses by roughly $1.4 billion over the same decade. The changes affect more than 500,000 workers including teachers, police and firefighters.

At the same time, Mamdani presented an FY 2027 budget he described as balanced, relying on $4 billion of state support and accounting moves such as delaying pension contributions that city comptroller says mask a $2.2 billion shortfall for FY 2026 and a projected $10.4 billion gap for FY 2027. Critics label the approach an “accounting atrocity,” noting an added $27 billion unfunded pension liability and new spending on programs like free childcare, government‑run grocery stores and expanded homeless services.
