NZSIS disrupts Chinese state-linked observatory's attempt to install tracking infrastructure
The New Zealand Security Intelligence Service (NZSIS) has disrupted an attempt by the China-based Purple Mountain Observatory to install satellite-tracking infrastructure within New Zealand. The observatory, which maintains close ties to the Chinese government, reportedly attempted to use a local company to establish ground-based space infrastructure. The NZSIS noted that the local company was likely unaware the equipment possessed the capability to collect intelligence of military value.
In its Security Threat Environment 2026 assessment, the NZSIS identified China as the only nation detected conducting espionage ‘at scale’ in the country. Director-General Andrew Hampton described the current threat environment as the most challenging in recent times, citing the increasing threat posed by malign activities due to New Zealand’s size and location in the South Pacific.
The agency warned that Chinese national security laws could compel organizations and individuals to cooperate with intelligence requests, including the handover of data and intellectual property. While highlighting these risks, the NZSIS advised New Zealand organizations to maintain an ‘eyes wide open’ approach to international business and research rather than ceasing all collaboration with Chinese entities.
