Oak Ridge National Laboratory partners with Rutherford Energy Ventures on fusion testbed

The U.S. Department of Energy’s Oak Ridge National Laboratory (ORNL) and fusion‑energy consultancy Rutherford Energy Ventures (REV) have launched a public‑private partnership called the Fusion Upscaled Leveraged Consortia for Rapid Acceleration (FULCRA). The consortium is designed to create shared fusion test‑bed infrastructure at ORNL, pooling federal capabilities with private‑sector investment to build specialized facilities for validating critical fusion subsystems such as plasma‑facing components, fuel‑breeding blankets, and reactor‑compatible sensors and control systems. Troy Carter, director of ORNL’s Fusion Energy Division, said the laboratory’s expertise in fusion science, materials and neutron science makes it well‑suited to anchor the shared infrastructure. REV, a venture‑capital firm founded by MIT professors Dennis G. Whyte – inventor of the world’s strongest high‑temperature superconducting magnets – and Andrew Lo – pioneer of financial‑engineering models for deep‑tech industries – will provide technical knowledge and capital to accelerate the development of commercial‑ready fusion technology.

The FULCRA model addresses gaps identified in the DOE Fusion Science and Technology Roadmap by offering a novel design and funding approach for "Fulcrum" test facilities that can be replicated across the national laboratory system, aiming to translate decades of research into world‑class infrastructure shared with the broader fusion community.
