OAS Secretary General urges Caribbean healthcare self-sufficiency

Albert Ramdin, Secretary General of the Organization of American States (OAS), has called on Caribbean nations to take greater responsibility for financing their own healthcare systems. He warned that relying structurally on foreign donors for essential services is a vulnerability that undermines national sovereignty.

Ramdin specifically highlighted the uncertainty surrounding United States funding for international HIV and AIDS programs, such as the President’s Emergency Plan for AIDS Relief (PEPFAR). While international support has been vital for saving lives, Ramdin argued that healthcare is a core government responsibility that should not depend on the shifting political or financial priorities of foreign governments.

Many Caribbean countries face challenges in achieving self-sufficiency due to limited tax bases and high debt loads. To address this, Ramdin suggested that governments explore innovative financing models, including public-private partnerships and collaborations with local NGOs, to ensure the sustainability of prevention, treatment, and medication programs.
