Oaxaca adopts inclusive early warning system law

The LXVI Legislature of the State of Oaxaca approved a reform to the Civil Protection and Integrated Risk Management Law, establishing the legal basis for an inclusive Early Warning System. The amendment, initiated by Deputy Haydeé Irma Reyes Soto of the Morena parliamentary group, passed with 33 votes in a regular session.

The new provisions require all alert mechanisms to incorporate gender equity, interculturality and universal accessibility, targeting people with disabilities, older adults and indigenous communities. The State Coordination of Civil Protection and Risk Management (CEPCyGR) will install audible and visual alarms, create a multichannel network of sirens, speakers, text messages, mobile notifications and community radio, and coordinate with national and municipal systems to avoid duplication.
