Oaxaca Congress approves tourism law overhaul and biometric CURP reforms

The Oaxaca State Congress approved a comprehensive reform of the state Tourism Law with 27 votes in favor. The amendment creates an integrated Tourist Information System that incorporates universal accessibility, community‑based experiences and materials in indigenous languages. It mandates stronger coordination with municipalities, promotes gender inclusion in the tourism economy, and requires the inclusion of local products in tourism value chains.

In a separate vote, the Congress passed a civil‑code amendment with 28 votes, adding article 24 Bis to recognize the biometric version of the CURP as a valid identification document for minors. The reform aligns state law with recent federal population‑registry directives and a Supreme Court ruling that removed the professional licence from the list of official IDs. It also eliminates the professional licence as an accepted document for identity verification, strengthening the legal certainty of personal identification in Oaxaca.
