Oaxaca legislator proposes hate crime reforms to Penal Code
Tania Caballero Navarro, president of the Political Coordination Board of the Oaxaca Congress, has introduced a reform to the state's Penal Code to explicitly address hate crimes. The initiative proposes adding a specific chapter to penalize aggressions and killings motivated by sexual orientation, gender identity, or gender expression.
The proposal defines hate crimes as cases where a person is deprived of life due to these factors, particularly when there is a history of threats, harassment, or violence against the victim. Additionally, the reform seeks to increase penalties for injury-related crimes by half if the act is motivated by prejudice or discrimination against the victim's sexual orientation or gender identity.
