Oaxaca adopts circular‑economy law amendment to boost youth participation

The LXVI Legislature of the Oaxaca State Congress approved a decree reforming the State Law on Circular Economy. The amendment adds definitions for "Youth Entrepreneurship" and "Circular Innovation" and creates a new Chapter III Bis – “Inclusion of Youth in the Circular Economy” – which mandates state and municipal authorities to promote youth involvement through training, certification, and strategic partnerships with educational and research institutions.

The reform aims to legally recognize the talent of Oaxaca’s young population (about 30% of residents aged 15‑29) and align their activities with public policies on sustainability, climate‑change mitigation, and resource regeneration.
