OCU warns of abusive clauses and opaque pricing in Spanish driving schools
The Organization of Consumers and Users (OCU) has warned of potentially abusive clauses and non-transparent pricing within certain driving schools in Spain. Following an analysis of contracts and consumer complaints, the organization highlighted issues particularly prevalent in 'all-inclusive' packages.
According to the OCU, driving schools are legally required to provide clear information regarding the total price including VAT. This must specify whether the cost covers DGT (Dirección General de Tráfico) fees, necessary certificates, and other administrative expenses. The OCU noted that offers claiming to be 'all-inclusive' are unacceptable if exam fees—which cost approximately 100 euros—are charged separately, or if they omit that the number of practical lessons is limited.
Furthermore, the OCU identified several abusive practices, including the retention of payments made by students who voluntarily withdraw without equivalent compensation if the school ceases activity. Other identified issues include penalties of up to 300 euros for transferring files to different schools, excessive formalities to prevent cancellations, and charges for services not rendered, such as the expiration of pre-paid practical lessons.
