Odisha government implements urban development and real estate reforms

The Odisha Housing and Urban Development (H&UD) Department is implementing several initiatives aimed at improving urban governance and the real estate sector. A delegation from CREDAI Odisha recently met with H&UD Minister Dr. Krushna Chandra Mahapatra to discuss industry concerns and express support for new measures to simplify apartment transfer registration.

Under the Odisha Apartment (Ownership and Management) Act, 2023, a new state government order streamlines the registration process. By treating the endorsement on the first deed of transfer as applicable to all apartments within a registered project, the measure eliminates the need for repetitive endorsements on subsequent deeds. This change is intended to reduce administrative burdens and procedural delays for homebuyers and developers.

Additionally, during the Odisha Urban Conclave-2026, Minister Mahapatra emphasized the government's commitment to urban cleanliness, safety, and infrastructure. Key focus areas include improving drainage systems to prevent waterlogging, accelerating the construction of housing for the poor through schemes like Mukhyamantri Sahari Bikash Yojana and PMAY 2.0, and ensuring 24/7 access to safe drinking water.
