Odisha implements e-detection system for vehicle document compliance

The Odisha government is implementing an e-detection system to identify vehicles operating on public roads without valid statutory documents, specifically Pollution Under Control Certificates (PUCC) and insurance.

Under the new enforcement procedure, vehicles found in violation will be issued e-challans in accordance with the Motor Vehicles Act, 1988, and the Central Motor Vehicles Rules, 1989. The State Transport Authority (STA) has advised vehicle owners to verify and renew their documents to ensure compliance.

Additionally, the transport department is tightening enforcement regarding outstanding e-challans. Vehicles with unpaid fines that remain undisposed beyond the legal deadline may be flagged as ‘Not to be Transacted’ on the government portal. Following clarifications from the Union Ministry of Road Transport and Highways, PUC testing is classified as a transaction. Consequently, the VAHAN-based PUC testing application will check for pending challans or ‘Not to be Transacted’ status, potentially blocking testing services for non-compliant vehicles.
