Odisha mandates end-to-end digital delivery for 451 public services

The Odisha government has issued a directive to eliminate manual interventions in 451 notified public services to ensure end-to-end digital delivery. While 352 of these services are already available online under the Odisha Right to Public Services Act, 2012 (ORTPSA), officials noted a gap where citizens must still visit offices for processing or final issuance.

Principal Secretary Suresh Kumar Vashishth has ordered departments to redesign workflows so that services remain digital and faceless from submission to final delivery. Physical interaction will be permitted only when specifically required by law, such as for biometric authentication or mandatory inspections. Department heads have been given 15 days to submit action-taken reports on this urgent mandate.
