OECS nations to meet EU over Citizenship by Investment Programmes

OECS nations, including Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, and Saint Lucia, are preparing to send a technical delegation to Europe to discuss the future of Citizenship by Investment Programmes (CIPs). The European Commission has requested that these countries phase out their programmes by June 1, 2028, citing security concerns regarding the acquisition of citizenship by individuals from countries that enjoy visa-free access to the Schengen Area.

Regional leaders face a significant dilemma: maintaining the CIPs, which serve as vital sources of non-tax government revenue, or preserving visa-free travel to the 29 countries within the Schengen Area. Saint Lucian Prime Minister Philip J. Pierre noted that following recent discussions with European officials, it appears there is little room for negotiation on the EU's fundamental position.

In response, OECS governments are seeking greater clarity through upcoming meetings with the EU to determine their next steps and explore potential alternative revenue sources to replace the income generated by the programmes.
