OEDI faces scrutiny over 34 million soles and minimal project results

The Organismo de Estudios y Diseño de Proyectos de Inversión (OEDI), an entity attached to Peru's Presidency of the Council of Ministers (PCM), is facing scrutiny over its management of approximately 34 million soles. Despite its mandate to handle various municipal investment files, reports indicate that only one technical file—for the Basilio Auqui school in Ayacucho—has been approved, and even that project has not yet reached the execution stage.

Investigations highlight significant issues with fund transfers from provincial municipalities. For instance, in Tayacaja, Huancavelica, the entity received over 901,000 soles but only utilized 222,000 soles before the contract was terminated, leading to arbitration. Of the 2.7 million soles transferred by local governments, the OEDI executed only 575,000 soles and returned over 932,000 soles.

Furthermore, the entity, currently led by Jenny Patricia Ocampo Escalante, has been criticized for high operational and current expenses. In July, the organization spent over half a million soles on internal costs, including institutional celebrations for national holidays and the purchase of specialized clothing and equipment for high-level management.
