Ofer Prison detainees face medical neglect and abuse

The Palestinian Prisoners Affairs Commission has reported deteriorating health and humanitarian conditions for three detainees at Ofer Prison. The commission highlighted the cases of Maher Rizq Abdel Naasan, a 60-year-old former security official, and Rafiq Raed Rafiq Kabaj, a 23-year-old pharmacy student, both held under administrative detention.

Abdel Naasan reportedly suffered physical abuse during his arrest in July 2026, including being beaten and subjected to cigarette burns. He suffers from chronic conditions, including a herniated disc and joint inflammation, which have worsened due to medical neglect. Kabaj is reported to suffer from heart palpitations and scabies, the latter of which has spread through his section due to poor hygiene and insufficient cleaning supplies.

Another detainee, Ali Abdel Eid Barghouti, stated that prisoners lack adequate clothing and cleaning materials, contributing to the spread of skin diseases within the facility.
