Ofwat considers surge pricing for UK water companies during droughts

The UK water regulator, Ofwat, is considering new plans that would allow water companies to introduce surge pricing during periods of drought to encourage reduced consumption. If approved, these proposals could take effect as early as April.

Two primary models are under consideration. The first is a seasonal surge pricing system, which would allow companies to lower prices during the winter and increase them during the summer. The second is a block tariff system, where consumers pay a basic rate for an essential amount of water, but face higher prices once they exceed specific usage thresholds.

Implementing these schemes would largely require households to have smart water meters to accurately track consumption. While the move aims to manage water scarcity, it has faced criticism from campaigners who argue that companies should not penalize consumers for failing to manage demand and infrastructure effectively. Some water suppliers have already been granted permission to increase charges by the end of the decade to support network upgrades.
