Ogero employees challenge telecommunications reorganization decree

The Ogero employees movement has filed a legal challenge against Decree 3561 and Decision No. 6, which aim to reorganize the Ministry of Telecommunications. The movement asserts that the legal challenge is not an opposition to reform itself, but rather a protest against the method of implementation, which they describe as “systematic and dangerous” for the sector.

Key grievances include the proposed transition to Leban Telecom. Lawyers representing the employees argue that while Leban Telecom was legally established in 2005, it lacks a functional board of directors, real capital, or a feasibility study to absorb Ogero’s human resources, networks, and equipment. They warn that transferring assets to such a company would result in an entity “emptied of everything.”

The movement also expressed concerns that the reorganization weakens Ogero in favor of the private sector, potentially allowing illegal fiber optic companies to dominate the market and halting the development of state-owned networks. They emphasized that workers' rights, including end-of-service compensation funds and social benefits, must be protected as part of any legitimate reform process.
