Nigeria: President Tinubu orders forensic audit of IPPIS and federal agencies
President Bola Tinubu has ordered a comprehensive forensic audit of the Integrated Personnel and Payroll Information System (IPPIS) and various federal government institutions. The directive, following a Federal Executive Council resolution on August 19, 2026, was prompted by findings from the Independent Corrupt Practices and Other Related Offences Commission (ICPC) regarding ghost workers, fictitious government agencies, and systemic control failures.
Finance Minister and Coordinating Minister of the Economy, Taiwo Oyedele, will oversee the exercise. The audit is structured into two main components. The first focuses on a forensic review of payroll, personnel, pension, and financial management platforms. This includes investigating how fictitious individuals were enrolled and examining the interfaces between IPPIS and other systems such as GIFMIS, Remita, and the Treasury Single Account (TSA).
The second component will involve establishing a definitive inventory of all federal agencies, departments, commissions, and councils to verify their legal status and examine how they obtain official recognition and budgetary access.
