Oman implements prison sentences for insulting national symbols

Oman has introduced new legal amendments that prescribe prison sentences ranging from three months to three years for the deliberate insult of national symbols. Under Royal Decree No. 99/2026, issued by Sultan Haitham bin Tarik, the law criminalizes acts expressing hatred or contempt toward the national flag, state emblem, or national anthem.

Insults to the flag or emblem include damaging, removing, or otherwise desecrating them. The national anthem is protected against insults delivered through speech, writing, gestures, or distortion.

The decree also updates official specifications for the national flag and emblem, including requirements for manufacturing materials and colors. Additionally, the amendments allow the national anthem to be performed at new venues and occasions as designated by competent authorities and approved by the Council of Ministers.
