Monika Horna-Cieślak faces dismissal calls over child removal controversy

Monika Horna-Cieślak, the Polish Ombudsman for Children, is facing intense political and public scrutiny following a controversial intervention in Warsaw. The incident began in August when Horna-Cieślak witnessed a mother shouting at and grabbing a child in the Białołęka district. Despite police and social workers finding no immediate grounds for separation, and a court later ordering the children's return, the children were placed in a care facility following a meeting between the Ombudsman and local police.

The court criticized the actions as “grossly disproportionate” and noted they could constitute “institutional violence.” This has led several political groups, including Rozwój Plus, PiS, and Konfederacja, to announce motions for her dismissal. Additionally, Minister of Justice Waldemar Żurek has called the situation unacceptable, suggesting an investigation into potential abuse of power.

Further controversies have emerged regarding Horna-Cieślak’s professional history. Reports indicate she held 16 contracts with the Institute of Justice (IWS), an entity under the Ministry of Justice, between 2016 and 2023, without a public competition. Critics have also pointed out that she did not disclose this extensive cooperation during her appointment process. Amidst the debate, conflicting reports surfaced regarding the children's location, with the Ombudsman claiming they were in a safe place while the parents appeared in media outlets stating the children were back at home.
