Ondo State signs $362m deal for West Africa’s first titanium plant

The Ondo State Government has signed a $362 million public-private partnership (PPP) agreement with PyVee Limited to establish a titanium processing plant in the Ilaje Local Government Area. Facilitated by the Ondo State Development and Investment Promotion Agency (ONDIPA), the project aims to create West Africa’s first fully integrated titanium value-chain processing plant.

The facility will process locally sourced ilmenite ore into titanium dioxide pigment and titanium sponge, with potential future production of niobium-titanium alloys and rare earth products. The investment is expected to generate over ₦480 billion in annual gross economic value nationally and more than ₦300 billion for Ondo State.

The project will be implemented through a joint-venture Special Purpose Vehicle, PyVee Nigeria Titanium Limited, in two phases: the construction of a commercial pilot plant followed by a full-scale processing complex. The state has allocated 100.079 hectares of land at Alape, chosen for its proximity to gas infrastructure, lagoon water, and the Lagos–Calabar Coastal Corridor. This initiative is intended to strengthen Nigeria’s industrialization and connect the region to United States aerospace and defense supply chains.
