One Stanley luxury villas investigated for substandard construction
The Hong Kong Buildings Department is investigating allegations of substandard construction at One Stanley, a luxury residential development in Stanley. Following reports from an owner who purchased a villa for over HK$100 million, inspections revealed that steel reinforcement in several floor slabs was significantly lower than approved plans, with some areas showing a 41% to 75% deficiency in main rebar quantity. Additionally, a ground-floor beam was found to lack the required wire mesh.
While initial assessments in March suggested the overall structure posed no immediate danger, subsequent testing between June and September—including concrete strength tests and radar scans—confirmed the discrepancies. The Buildings Department has summoned the developer, the registered contractor (a subsidiary of China State Construction Engineering), the authorized person, and the structural engineer to assist with the investigation. If violations of the Buildings Ordinance are confirmed, authorities may pursue prosecutions and disciplinary actions.
Kinwood Properties, the developer, stated it is cooperating with the investigation and will take legal responsibility and provide remedies if errors are found. The incident comes as the Development Bureau plans to propose amendments to the Buildings Ordinance to increase penalties for such violations.
