TikTok under EU scrutiny over violent content and youth protection

The European Commission has been engaged by German media regulators following an investigation into TikTok regarding the platform’s role in hosting an “attacker fan scene.” A study by the Landesanstalt für Kommunikation Baden-Württemberg (LFK) found that the platform’s algorithms can easily expose minors to content that glorifies, trivializes, or celebrates perpetrators of mass shootings and terrorist attacks.

Researchers observed that users often employ emojis or coded language to bypass automated moderation. The investigation included simulations where an account expressed interest in violent content; subsequently, approximately 22 percent of the videos on the “For You Page” featured content related to violent acts, often heroizing the perpetrators. This phenomenon includes AI-generated videos and gameplay recreations of attacks.

The Baden-Württemberg Office for Protection of the Constitution warned that this online subculture is particularly dangerous because it can radicalize young users and motivate them to carry out real-world violence. The LFK is now focusing on whether TikTok’s risk-minimization measures are effectively implemented to protect minors from such harmful content.
