Ontario homelessness crisis poses challenge for incoming municipal leaders
The Association of Municipalities of Ontario (AMO) has warned that the province is at a tipping point regarding its homelessness crisis. Data indicates that nearly 80,000 Ontarians were homeless in 2024, a figure that rose to approximately 85,000 in 2025. More than half of those experiencing homelessness have been without stable housing for over six months.
AMO President Riley Brockington stated that the issue is consuming significant portions of municipal annual budgets. Because municipalities cannot run deficits, the rising costs of housing, mental health, and addiction services are creating severe financial constraints.
To address the crisis, the AMO is calling for a national housing strategy supported by $11 billion in funding over 10 years to provide housing for 75,000 people and fund prevention programs. Additionally, the association is requesting $2 billion over eight years to manage the rise in encampments, noting there were nearly 2,000 such encampments across the province last year.
