Ontario launches data centre framework with no cash incentives

The Ontario government has unveiled a new framework, known as the Data Centre Playbook, to regulate the expansion of data centres driven by the artificial intelligence boom. Under the proposal, new data centres will be required to pay for all their electricity costs and will be charged a higher rate than other industrial users to ensure energy costs are not passed on to residents.

Premier Doug Ford stated that the province will not offer financial incentives to attract these projects. Instead, the framework focuses on three pillars: economic development, digital sovereignty and data protection, and community investment. The plan aims to ensure Canadian data remains within the country.

The announcement follows a significant surge in energy demand. The Independent Electricity System Operator reported that data centre-related connection requests in the queue reached approximately 7,000 megawatts last month, doubling the figures reported in March. In response to these energy concerns, some municipalities, such as Oakville, have already implemented temporary moratoriums on new data centre developments.
