Ontario to introduce phased digital identity credentials

The Ontario government has announced plans to phasedly introduce digital provincial credentials, beginning with consultations in late 2026. The initiative will first launch a digital version of the Ontario Photo Card, intended for residents without driver’s licences, to facilitate basic transactions such as opening bank accounts.

Following this initial phase, the province intends to introduce optional digital driver’s licences and health cards (OHIP) that can be stored on mobile devices for both online and in-person use. Officials stated the move aims to enhance security, reduce identity theft, and provide a more seamless customer experience.

To address privacy and autonomy concerns, the province plans to introduce legislation by the end of 2027 to guarantee that digital credentials remain strictly optional. This legislation will protect the right of Ontario residents to use only physical identification if they choose. Ontario joins Alberta, Quebec, and British Columbia in offering similar digital ID solutions.
