Opatija proposes new urban plan to limit construction
The city of Opatija has launched a public consultation regarding the fourth amendments to its Urban Development Plan. The proposed changes aim to curb excessive urbanization, protect green spaces, and preserve the city's skyline.
Key measures include significant restrictions on new residential construction in areas above the Nova cesta. Proposed regulations suggest reducing building heights, floor counts, and land utilization coefficients. In specific zones, buildings may be limited to two above-ground and two below-ground floors, with a maximum height of seven to nine meters. The plan also seeks to abolish possibilities for new multi-residential construction in certain areas, with exceptions made for affordable housing projects intended to provide up to 96 units.
The public discussion period is scheduled to run from October 22 through November 6, 2026, allowing citizens to review the solutions and submit feedback.
