OPEC+ warns of rising shipping costs amid European energy fiscal strain

OPEC+ has issued a warning regarding unprecedented increases in oil tanker shipping and insurance costs, which have reportedly exceeded one-third of the value of the cargo being transported. During a ministerial meeting in Riyadh, officials noted that rising transportation expenses are placing significant burdens on both producers and consumers, potentially hindering global economic growth and exacerbating inflationary pressures.

Russian Deputy Prime Minister Alexander Novak stated that costs on certain routes have increased five to ten times due to vessel shortages, military risks, and potential disruptions in the Strait of Hormuz. OPEC+ emphasized the urgent need to protect international maritime routes to ensure continuous energy flows and reaffirmed its commitment to maintaining market stability through June 2026.

In Europe, high energy prices are creating a fiscal dilemma for governments. While rising costs drive the need for subsidies and tax relief to support households and businesses, increased financing costs and high public debt levels limit the available fiscal space. For instance, Eurozone inflation rose to 3.8% in September, driven largely by an 18.8% year-on-year increase in energy prices.

Countries like France and Italy face particular challenges, with rising bond yields and high debt-to-GDP ratios complicating the ability to provide large-scale energy support. The European Commission has expressed caution regarding further fiscal flexibility, advocating for targeted, temporary measures rather than broad expansions of subsidies that could undermine the EU's fiscal framework.
