Analysis of U.S. House of Representatives spending reveals that OpenAI dominates AI tool expenditures. Over a 12-month period ending March 31, OpenAI accounted for approximately 90% of identifiable AI tool payments made by House offices, committees, and agencies, totaling $100,580 across 798 transactions. Anthropic followed in second place with $13,160 from 37 transactions.
Congressional staff utilize these tools for tasks such as summarizing bills, preparing hearing materials, and drafting social media posts. Notably, Democratic offices reported higher AI expenditures ($54,165) compared to Republican offices ($15,782). Meanwhile, AI companies are increasing lobbying efforts, with Anthropic and OpenAI spending significant sums to engage with policymakers as new safety legislation, such as the bipartisan AI Kill Switch Act, is considered.
In the broader corporate sector, The Linux Foundation has established the Tokenomics Foundation to address the lack of standardized metrics for measuring AI return on investment (ROI). Supported by 30 organizations including IBM, Oracle, and SAP, the foundation aims to create vendor-neutral frameworks to evaluate the total cost of ownership (TCO) and business value of AI, moving beyond simple token-based pricing to include infrastructure and labor costs.
